Article in Brief
- More than office space: The Valero Three Rivers Administration Building created a new 44,000-square-foot workplace supporting the people behind one of South Texas’ major refining operations.
- Employee resources built in: A Wellness Clinic, workout facility, and Credit Union put health, fitness, and financial services within convenient reach of employees.
- Workforce facilities matter: At an industrial site, administration buildings can play an important role in connecting operations, employee services, and workplace culture.
Industrial facilities are often defined by what they produce. But behind every production operation is a workforce that needs spaces and resources designed to support the work they do every day.
That was an important part of the Valero Energy Corporation Three Rivers Administration Building. Bartlett Cocke General Contractors was selected by Valero to deliver the new 44,000-square-foot administration building at its Three Rivers Refinery in South Texas, creating a modern workplace that brought administrative functions and employee resources together in one facility.
Supporting the People Behind Refinery Operations
Located roughly halfway between San Antonio and Corpus Christi, the Valero Three Rivers Refinery is a significant industrial operation. Today, Valero reports that the refinery employs approximately 290 people and has a throughput capacity of 100,000 barrels per day.
The administration building serves a very different function from the processing infrastructure surrounding it, but it remains part of the same operating environment.
Industrial workplaces depend on more than process equipment and production systems. They also need spaces where employees can collaborate, access resources, manage administrative functions, and support the day-to-day needs of a large workforce.
The Three Rivers Administration Building was developed with those needs in mind.
Bringing Employee Resources Into the Workplace
One of the building’s defining characteristics is the range of employee-focused amenities incorporated into the facility.
In addition to administrative workspace, the building includes a Wellness Clinic, workout facility, and Credit Union for employees.
Bringing these resources together creates a workplace that addresses needs extending beyond an employee’s desk or immediate job responsibilities.
For employees working at a major industrial facility, convenient access can matter. An onsite wellness resource reduces the distance between employees and certain healthcare services. A fitness facility provides another option for supporting physical well-being. Financial services located within the workplace add another layer of convenience.
These spaces also align with Valero’s broader approach to employee wellness. The company currently provides onsite wellness centers at many of its locations as well as onsite fitness centers or fitness benefits, positioning physical, mental, and financial well-being as components of its employee programs.
Why Administration Buildings Matter on Industrial Campuses
Administration buildings can sometimes appear secondary when compared with the scale and technical complexity of a refinery, manufacturing plant, or other industrial operation.
Operationally, however, they serve an important role.
They bring together people and functions that help support the larger facility. When employee services are incorporated into the same environment, the building becomes more than an office. It becomes part of the infrastructure supporting the workforce.
That distinction matters when planning industrial campuses.
Owners considering a new administration building have an opportunity to think beyond the number of offices, meeting rooms, and workstations required. The planning conversation can also consider how the facility supports employee health, convenience, communication, and connection to the larger operation.
Building Within an Active Industrial Environment
Construction at an operating industrial site also requires a different mindset than construction on an isolated greenfield site.
The surrounding facility has an existing mission, workforce, circulation patterns, safety requirements, and daily operations. Construction activities must fit within that environment.
That makes coordination between the owner, builder, trade partners, and facility stakeholders especially important. Site access, construction traffic, work areas, deliveries, and safety planning all have to account for the operating conditions around the project.
For builders working in industrial environments, understanding the owner’s operations is therefore part of understanding the construction project itself.
An Employee-Focused Investment in Three Rivers
The administration building also fits within Valero’s broader presence in the Three Rivers community.
The refinery began operations in 1974 and was acquired by Valero in 2002. It occupies approximately 400 acres in Three Rivers and continues to be a significant employer in the area.
Valero’s current employee programs emphasize health and wellness, including onsite clinics at many locations and fitness resources across its operations. Incorporating those types of amenities into the Three Rivers Administration Building put elements of that philosophy directly into the physical workplace.
The result is a facility designed not only around administrative functions but around the people performing them.
What Industrial Owners Can Take From the Three Rivers Project
Large industrial projects naturally put significant attention on production.
But production facilities do not operate independently of the people who run them.
The Valero Three Rivers Administration Building demonstrates how workforce facilities can be considered part of an industrial site’s overall infrastructure. Administrative space supports operations. Wellness resources support employees. Fitness and financial services add convenience. Together, those functions create a workplace designed around more than square footage.
For owners planning new administration, operations, or workforce facilities, the opportunity is to ask a broader question early in the process: What does this building need to do for the people who will use it every day?
At Three Rivers, the answer extended beyond providing a place to work. The project created a workplace designed to support the workforce behind the operation.
